原作ではブルーは超能力を使わずに倒されたため、もし使ってたらどうなった？という疑問もあったのでは？ 　アニメではそれもふまえてか、戦闘シーンを増やしたのはもちろん、ブルーが超能力を使ったものの、桃白白には全く通用しなかった、というシーンも追加し、桃白白とブルーの実力差をより明確にした、巧みな演出。

This was idiotic. Blue was the strongest military soldier on earth, killed for no reason, even tho he found something useful as the dragon radar. Commander Red was a moron.

Lets be real, Goku might have been a large contribution as to why the Red Ribbon army fell but people sleep on how incompetent General Red truly was. All General Red had to his name was a large stockpile of money and weapons yet he kept making horrible business deals with people who realized that no amount of money offered to them can compare to how valuable the Dragonballs were. Tao eliminated Blue who was actually loyal to the RRA's long term agenda and literally right after this, he nyx's the deal with Red and decides he no longer wants Red's money. He wants the Dragonball's and the spring water on top of Korin's tower. This is exactly why Black grows fed up with Red and betrays him deciding he's no longer qualified to look after the RRA.

in the manga Tao Pai Pai killed General Blue in an instant, right after he said his tongue would be enough for the someone like him. In the anime he let him perform all of his best moves while mocking him and right before killing him with his tongue. I am not sure in which version Tao Pai Pai humiliated General Blue the most.
